The Startup Visa can provide a supervised preparation period in participating municipalities. It does not permanently replace Business Manager status, and local eligibility, supported industries and review processes differ.
The route in plain English
A participating local authority reviews the startup plan and monitors progress while the founder prepares the company, office, financing and other requirements needed for a later residence-status application.
Why location matters
Programs are administered locally. A plan that fits Fukuoka may not fit Tokyo or Osaka, and some programs target particular sectors or require periodic progress reviews.

When it is useful
It can be valuable when the business is credible but the founder needs time in Japan to finish incorporation, secure premises, hire and establish operating relationships. It is not a shortcut for an underfunded or vague plan.
